Community Builder handles user registration for the template. You can control the way Community Builder handles registration by going to:
Joomla->Components->Community Builder->Configuration
On the resulting CB Configuration Manager page, select the "Registration" tab.
The fields on this page give you a great deal of control over the user registration process.
